## What the artefact is and is not

- **Is:** a public-good commons-infrastructure artefact for India's water situation, systems, and place-based interventions; published by Ashwin Kulkarni in personal capacity; sourced from publicly-verifiable data; open to dispute and contribution.
- **Is not:** a commissioned research report, a peer-reviewed academic paper, a funding pitch, or a portfolio companion to any organisation. Methodology is open and pending external review at v1.0.

## No warranty

The artefact is provided **"as is"** without warranty of any kind, express or implied. Numbers are ±30% directional unless tagged otherwise. The author makes no representation that the data is current, complete, or fit for any specific decision; readers must apply their own judgment. The author is not liable for any decision, loss, or harm arising from use of the artefact.

## Source-data attributions

Source data referenced in the artefact remains owned by the original agencies (CGWB, CWC, CPCB, IMD, NMCG, MoJS, MoHUA, ICIMOD, World Bank, ADB, JICA, and others). Their respective use terms apply to the underlying datasets. The artefact synthesises and presents these sources; it does not claim copyright over them. When reusing specific data points, cite both the artefact and the underlying source.

## Errata + corrections

The artefact is correctable. When errors are identified and confirmed, they are recorded in `erratum.md` with the date, what changed, source, and audience affected. The author commits to a 14-day response on submitted corrections (via GitHub issue). Submitting a correction does not transfer your copyright in any contributed text or data unless explicitly noted.

## Contributions

By submitting a correction, observation, story tip, or other contribution to the repository (via GitHub issue or pull request), you grant the author a non-exclusive, worldwide, royalty-free licence to reproduce + display + adapt your contribution in the artefact, attributed to you (unless you request anonymity). Your underlying copyright remains yours.

## External links

The artefact links to government dashboards, civic-intermediary websites, academic publications, and reviewer profiles. The author is not responsible for the content of those external sites. Trust grades on data sources (gold / silver / bronze / red) are documented in `data-and-groundtruth.md`.

## Reviewer + contributor disclosures

Reviewers + contributors disclose any direct funding relationship with actors named in the artefact. Disclosed conflicts are recorded alongside their contribution in `review-log.md`. The author commits to publicly disclosing any future funding relationship of his own with named actors.

## Changes to terms

These terms may be updated as the artefact evolves. Material changes are recorded in `changelog.md` with the version that introduced them. Continued use after changes constitutes acceptance.

## Governing law

The author publishes from India. Disputes about commercial-use authorisation, contributor copyright, and similar matters are governed by Indian law.
